I'm afraid you've got your hierarchy reversed. IME:

Steering Groups consist of people who have never seen - and are never likely to
see - a Vole, but have a vague idea of what a river is.

It meets quarterly.

Reporting to it will be the:

Project Committee. Here you will find people banging on about their successes
(sometimes years before) with Lakes, Canals, Rats, Mink, Beavers and Mudflats.
They've seen pictures of Voles and Rivers.

It meets monthly.

Reporting to it will be the:

Implementation Committee. This has people who have seen voles, but usually in
Australia, Canada, Mexico and Singapore and rivers. They may even have hands on
experience of the latter.

It meets weekly.

Reporting to it will be the:

Action Team. This is where you find people who understand project planning
software.

It meets daily.

Reporting to it will be the:

Experts on Voles, Rivers, Banks and screensavers.

It meets deadlines.

Sometimes.
